This article about China & Russia makes an interesting point ... China is involved (or attempting to become involved) with so many world-wide projects and aspirations that it cannot afford to rock any boats ... hence although it hasn't joined the West's condemnation of Russia, it hasn't been seen as supporting Russia directly.
